The vanilla game caters to offer a powerful soul gem to the player whenever he talks to a small town vendor or bumps into a dead bandit. This mod makes small changes to make soul gems feel more rewarding to find by making powerful soul gems only obtainable through appropriate vendors or competent enemies.

Description:
The vanilla game usually offers you soul gems wherever you go, from magical scholars, to bird brain bandits. The soul gem you get is catered to your level, meaning that if you are high level, lvl 1 bandits can carry black soul gems ( ? ! ! ! ). I really dislike that idea, so I made some changes.
With this mod, the soul gems you encounter will not depend on your level, but instead on where you find it. Small town vendor? No better than a common soul gem. Bandit? Some petty soul gem most likely. Mage? He might have some higher grade soul gems handy, but not that many, soul gems don't come by easy. This mod mostly just removes soul gems from small towns, meaning you will still find your precious soul gems while looting in dungeons where you will earn them.
In addition to removing high grade soul gems from low grade characters, I made soul gems slightly more expensive to complement another mod I hope to upload soon, which makes enchantments more accessible and viable at low levels instead of a handicap and abysmal resource sink.
Questions, suggestions, and complaints welcome. I'll be trying to polish this small mod to make it as "not terrible" as possible.
Quick Summary:
- Vendors in small towns south ( Riverwood, Falkwreath, Riften ), no longer stock Greater Soul Gems or better.
- Mages still sell soul gems, the good ones.
- Bandits now drop low grade soul gems.
