Rebalances tempering based on weapon and armor type

It took me 3.5 years to notice that tempering adds flat damage to weapons. This means that low damage weapons with fast attack speed gain more DPS from tempering than slow weapons. Let's fix that.

By the way this requires T3nd0's Perkus Maximus. I believe CCOR has similar options for vanilla weapon types in its MCM if that's what you're looking for.

Heavy armor tempering is 25% better.

One Handed:
  • Waraxe, Scimitar and Club tempering  is 5% better.
  • Shortspear tempering is 11% better.
  • Mace tempering is 18% better.
  • Maul tempering is 25% better.
  • Wakizashi tempering is 13% worse.
  • Saber and Shortsword tempering is 9% worse.
  • Dagger and Tanto tempering is 17% worse.
  • Fist weapon tempering is 22% worse.
Two Handed:
  • Battleaxe and Longmace tempering is 135% better.
  • Partisan and Nodachi tempering is 111% better.
  • Halberd tempering is 186% better.
  • Warhammer tempering is 156% better.
  • Battlestaff tempering is 82% better.
  • Greatsword tempering is 122% better.
  • Bastard Sword tempering is 100% better.
Bows:
  • Shortbow tempering is 50% better.
  • Longbow and Crossbow tempering is 75% better.

Fine, Exquisite, etc suffixes have been renamed to "Improved."
