Provides improvements to the Racial Powers of the Wood Elves by giving them starting advantages more in line with their race description

Basically this is a request mod from Borborygmus on the Nexus Forums here, http://www.thenexusforums.com/index.php?/topic/536119-new-wood-elf-powers/.

This mod makes some changes to the existing WoodElf race so that they have abilities a little more intune with their description.

Ver 1.0

This mod modifies the existing RaceWoodElf and PowerWoodElfCommandAnimal spells by providing the following:

Elven Quickshot - Provides a 20% increase in draw bow speed so it doesn't negate/compete with the 30% perk
Elven Overdraw - Provides a 10% increase in damage when using a bow.
Elven Eagle Eye - Provides a zoom on the bow when holding block, but not as zoomed in as initial "Eagle Eye" perk
Elven Steady Hands - Provides a slow down of time by 15%, again not to overtake the "Steady Hand" perk which provides a 25% slowdown
Increased Duration of Command Animal to 1 hour.

Elven Eagle Eye, Elven Steady Hands, and Elven Quickshot will not negate the Perks. I have created them in such a way that they are disabled once a stronger Perk is selected from the Archery Perk tree. If I have time, and can research whether these can be "stacked" so that elves always have an advantage with Bows over others, I may do so at request.

Notes:
If you create a new character the effects should be applied automatically. With existing Wood Elves, you will very likely need to remove the pre-existing spell and add it back in since this is a modification of the RaceWoodElf and the PowerWoodElfCommandAnimal spell.

From the console:
Player.RemoveSpell AA025
Player.AddSpell AA025
Player.RemoveSpell E40CF
Player.AddSpell E40CF

Additionally, doing the above may disable Steam Achievements from being acquired.
