This mod adds bolts which are lightning, put a battery in your crossbow and shoot lightning.
You make 50 of them with a void salts. They are pretty strong but I am pretty sure void salts are pretty rare so it's fine. Requires no special crafting perk but does require a crossbow to shoot them out of.
My Good Mods:
Taking, changing, doing whatever you want with this mod is both allowed and encouraged, I put very little effort into it to be honest.
