I am putting this up because I got better performance than low, and I got no stuttering.

If you have a computer that even has a video card, you should increase all of the settings. These settings are for when you don't care about graphics at all or are trying to figure out which graphics settings are having the biggest effect on your FPS.

If you have a good computer:
For skyrim.ini, changing uExterior Cell Buffer can help a lot with stuttering.
