Makes it so that Thalmor soldiers and justicars wear various armors and use weapons from the Noldor Content Pack.

This adds the armors and weapons from the Noldor Content Pack by maty743 into the game, by editing the outfit entries for the Thalmor who already wear armor. The lists are leveled, so all eight armors will appear in-game at some point (assuming you run into Thalmor at the correct levels). The Thalmor will also use the bows, swords, and greatswords. I edited a few of the soldiers to use two-handed weapons, and gave them the Noldor Greatsword or the Royal Noldor Greatsword, so this might conflict with mods editing those same NPCs. This is balanced, as the armors will appear at the same level as the equivalent vanilla armor (Noldor equipment will appear in place of Elven equipment, Royal Noldor equipment in place of Glass equipment).
This mod requires the Noldor Content Pack to work.
