Basically adds an Enchanter's crafting station behind the blacksmith forge in Whiterun. With the lore surrounding Whiterun being a center of commerce for the province, it seemed odd the blacksmith did not offer an enchanting service or table. 

So, I figured how this fits in with the lore is that the Jarl's Wizard talked to Proventus Avenicci about having his daughter and her husband offer an enchanting table at Warmaiden's.  With the coaxing of her husband, Adrianne finally begrudgingly installed one out of site behind her forge, never even acknowledging it exists.
