This is a simple follower named Jalenio, if you visit him at the Four Shields Tavern in Dragon Bridge you will find him, he will follow you.

Story!
Jalenio lost his parents to the Civil War, after they visited for a new life away from Elswyr, they didn't know the war was going on, and so wanted to keep their son, Jalenio safe from the war, they were living in Whiterun, they knew Whiterun was Neutral in the war after speaking to a Guard, but they joined the Imperials to keep the battle with Whiterun at bay.
And they were killed by the Stormcloaks when they were sent to take Riften.
Jalenio is a 'Free Mercenary' And works for free.

Manual
Place the .esp file into your Data folder, usually located here: C:\Program Files (x86)\Steam\SteamApps\common\Skyrim\Data If you have a cracked version, you will just have to find it.
When you run Skyrim make sure to enable it.
Mod Manager
This will work with the NMM, so if you wish to use it, use it.
