History and Details:

I discovered this fix by accident while learning Skyrim's story manager. I noticed that Shahvee's notoriously hard to start quest was at the very bottom of the node list for Windhelm, and decided to see what would happen if i moved it to the top.
The result was the quest now consistently starts properly.

After much testing it appears that any quest triggered by location change which claims the same dungeon as Shahvee's quest will prevent hers from running. Quests confirmed to conflict are:
- "Harsh Master" (Kjar, Windhelm)
- "Kill the Bandit Leader" (Brunwulf Free-Winter, Windhelm)
- "Dungeon Delving (Cave)" (Oengul War-Anvil, Windhelm)

Other quests which may conflict but I was unable to confirm are:
- "Kill the Bandit Leader" (Annekke Crag-Jumper, Darkwater Crossing)
- "Dungeon Delving (Cave)" (Roggi Knot-Beard, Kynesgrove)
- "Amulet of the Moon" (Kharjo, If he's in Eastmarch Hold)

If you complete all conflicting quests, allowing the dungeon and Windhelm to reset after each one, then Shahvee's dialogue should show up on it's own without any mod. This mod is just for those who want Shahvee's quest right away without doing all the other quests which might conflict.

To force cells to rest, open the console and type these lines.

Then use the wait menu to wait for 2 hours. Finally open the console again and use the coc command to get back to another playable cell such as WindhelmDocksExterior01 (where Shahvee works at her tanning rack.)

Notes:

- Shahvee's dialogue still won't appear if you have the quest to return Amren's family sword active. That is the way it's supposed to work and this mod doesn't change that.
- Once you have accepted Shavee's quest it is safe to deactivate this mod. It doesn't do anything once Shavee's quest shows up in your journal.
- Activating the mod on a save made after Windhelm has already been visited may not work until the Windhelm area has a chance to reset. See instructions above for resetting cells.
