The reason given by the author is: Ultimate NPC Overhaul should not be used under any circumstances. It contains an incredible amount of dirty edits, aggression flags, and insane race changes that are incompatible with any mod that relates to race relations. It has been this way since it's conception and it's author refuses to acknowledge the issues or fix them.
