Fixes a bug between Revenge of the Enemies and Requiem that no other patch currently fixes, which causes some NPCs to have extremely high attack speeds.

Requiem - ROTE Attack Speed Fix
There is currently a bug between Requiem and Revenge of the Enemies (and yes, the current Requiem ROTE patch also doesn't fix this) which causes some NPCs (mainly forsworn and some orc chiefs)to have REALLY HIGH attack speeds, LIKE, AN EXTA 200%! Thankfully, it was easy to fix and all enemies will now attack at normal speeds.
This plugin should be placed immediately after the Requiem Revenge of the Enemies Patch from Requiem 1.9 Patch Central
PERMISSIONS: I give full permission to thetrader, author of Requiem 1.9 Patch Central to merge this file with the existing Requiem RotE patch on his page. Until that happens, I will keep this file here.
