this mod is meant to be used in tandem with mods that add a large amount of NPCs and/or mods that allow you to control a horde of followers.
as the title suggests, this mod adds an absurd amount of idling locations, so nearly all NPC with nothing to do won't just be standing around but blending in with the rest of the people!
at the moment the only location affected by this mod is Whiterun. Expect more holds and settlements eventually!
