Cicero will level up with the player. (Maximum level 70)
He uses perks and can duel wield.
Minimum follow distance raised, he won't get so close now.(Or push you off a cliff)
He won't talk constantly now. (There is a version where he will talk as often as he does in the vanilla game)
He won't stand around and do nothing when idling.
He'll use combat dialogue he should have been using.
