Makes the spells Fury, Frenzy and Mayhem much more powerful; now you can keep using them after reaching level 60

As a Mage, I got quickly sick of the fact that even with 100 illusion and all the perks, I couldn't make some bandits go mad, even with Mayhem. So I made this mod.
Without any perks, these are the base levels the spells affect:
Fury - 12
Frenzy - 30
Mayhem - 40
These can be improved with perks. The pictures are with 100 illusion and all perks, to give you an idea.
