A save game right before you build your character and name them, with all perks and all skills set to 9999 carry weight 9999 all spells/shouts and a good sum of money - ok it was a good idea but if you pick anything but nord it sets all the stats back to normal, you do however keep the gold, perks, spells and shouts

Basically if you don't know how to use the console or if you don't want to enter all 250 some perks yourself here :)
