First I added an armor rating and made a recipe so that Gauldur and Talos amulets are temperable.
I changed the body slots to 45, 46 so that they can both be worn with another amulet.
Then I changed the enchantments

The Gauldur amulet now has:
fortify health, magic, and stamina 50 points
regen h,m,s 50%
fortify shouts 40% (active affects will only say 20% but running the math you will get 40% (60 sec -40%=36sec) I think it is a game limitation others have had this issue too)
base armor rating of 15, improvable

Gauldur fragments
kept the H,M,S 30 points
added regenerate health, magic OR stamina respectably 30%

Talos amulet:
added armor rating 10, improvable
fortify shouts 25%

Plan to update the Gauldur textures with a Talos theme.
