Description:
The Thalmor believed an imperial jarl worshipped talos but their efforts have been fruitless can you figure how to who it is and reap the rewards. This is a quest doesn't appear in your journal so you must keep whatever you find and search anything related to the person and the rewards are worth the adventure.

How to start:
Head to dragonsreach and follow the notes the first note is on the table.

Around 14000 gold
Some valuable jewels
A Council Amulet
And a special amulet of talos

Instructions:
Warning Spoiler Alert!
First find the note on a table in dragonsreach
Second Proceed to the dragonsreach dungeon and find the note on a desk.
Third Head to the jarls quarters and find the note on his bedside table.
Fourth Head to black briar manor and find the note next to the noble bed.
Fifth Go to the black briar meadery and find the note.
Sixth Go to the thalmor barracks and get the note and the 2000 gold in the strongbox.
Seventh Head to the understone keep and go into the stewards room and find the note.
Eighth Go to morthals jarls quarters and take the jewels and the note.
Ninth Head to castle dour and take the note talking about eslief.
Tenth Go to the blue palace and find two notes and a jewelled amulet.
Eleventh Go to the shrine of talos were you put high king torygs horn and there are your rewards.
