Added a 1% magnitude boost to Conjuration. This only affects raise dead spells. Bound weapons and summons are unaffected.

Adds a scaling improvement to the Novice, Apprentice, Adept, Expert and Master perks for each magic skill. The buffs vary from school to school, but they will increase the spells they currently effect. This sometimes increases magnitude, durration, or both. These perks will only affect the spells they already do.
Illusion, and Alteration Spells will last longer, Illusion, Alteration, Restoration, and Destruction spells will be more powerful. Conjuration spells will last considerably longer than before.
