Slightly less drastic version of "Realistic Humanoid Movement Speed" by Brump.
I found that NPC's were in too much of a hurry so I changed the speed to something I found to be realistic for people.
If you want to be a little faster yourself, just type the following in the console using ~ :
player.setav speedmult <#>
Default for # is 100, so setting it to 120 will increase your overall movement speed by 20%
