The spell tome can be found in Markarth Shrine of Talos, and when read allows you to conjure Spirit of Tiber Septim. The spirit can use Unrelenting Force and Firebreath Shouts and scales with your level. The spell will take 4 seconds to cast and will cost ~200 magicka. The summon will last until death or 300 seconds.
