This mod is designed to be used in conjunction with Epic Glory Skills Start at Zero (http://www.nexusmods.com/skyrim/mods/12140) and SkyXP (http://www.nexusmods.com/skyrim/mods/20681), or any mod that removes vanilla practice-based experience levels. This makes it so you can't get the initial perk in a perk tree without first getting your skill level to 1 (through skill books, or alternate leveling system).
I made this mod because it felt more immersive to me, and I'm putting it up for anyone who might want it. There are also patches for all the perk-altering mods that I currently use, and I may make new patches if someone requests them.
