Slows the backward running movement of NPC mages while they are casting.

Simply an edit of the NPC MagicCast movement to slow it down a bit.
Enemy Spellcasters can be brutal, and this is exacerbated by the fact that they seem to have a psychic radar where they seemingly see and avoid obstacles behind them as they run away from you - all the while blasting away with their virtually endless supply of Magicka.
After my Nord warrior died due to a mage dual-casting lightning bolts while he ran backwards up a flight of stairs, I decided to take action.
I have included 2 versions: the default version changes backward running speed (while casting) from 170 to 140.
The "slower" version lowers it even further to 120.
For reference, forward walking speed is 80.
Nothing game breaking here, just a little evening of the odds to compensate for the psychic radar.
These changes apply to Man and Mer NPCs only- Draugr and Falmer casters are unaffected. These latter 2 tend not to run away in any event.
This is my first mod, so suggestions are welcome and comments are encouraged.
