This just edits the cooldown on the dragon aspect shout to 5 min for first word 10 minutes for the second word and 15 minutes for the third word, of course this can be reduced with amulet of talos etc

second adition to the mod adds a version where the dragon aspect armour time has been extended it goes from 300 to 600 to 1200 for the strongest shout, so that you can take advantage of the cooldown effect of the dragon shouts.
Overpowered? well you are taking on the power of a dragon if you look past the fact that the dragons a once powerful race able to enslave all races in tamriel that are all pretty much demi-gods, now able to be killed by the common whiterun guard, if you look past that then yes it is overpowered.
In my opinion it makes the shout more powerful, your character more powerful, someone who posseses the soul of a dragon should be able to use the power of a dragon.
