This mod places NPCs in all known taverns in Skyrim. Specifically, 2 male and 2 female Nords in each tavern. There are 76 NPCs in all. They are set as unessential, unique and respawns. They level with the player from 5 to 50. They wear bandit outfits and armed with an iron dagger.

Without this, you can never have a conversation with any of them. Thus, you cannot hire them without this mod.
