Find some unenchanted jester clothes that blew out of Cicero's wagon.

There are now some of Cicero's spare clothes, that fell out of his wagon when the wheel came off, and blew into a tree.
Now you don't have to do the Dark Brotherhood quests to get this (clothes only, not the hat, gloves or boots), and even if you do the Dark Brotherhood quests, you can still use this to get an unenchanted version.
They are in the tree next to where you find him (Loreius farm, the closest tree to Cicero without leaves), if you don't see them there; try looking around on the ground next to it because it might have fallen out.
