This ESP modifies the basic magicka regeneration and set it to 0. The result is that magicka does not regenerate naturally, but can be regenerated by the use of restore magicka or fortify magicka magic effects. It also modifies the High Elf 'Highborn' power ability and the Vampirism 'Sunlight Magic' effect in order to compensate for

Installation:
Place/Copy the ESP file, ujDisableBMagickaRegen, in/to the Skyrim/Data folder.
Check the placed ESP file in the Skyrim Launcher in the Data Files options.
Uninstall:
Remove or delete ujDisableBMagickaRegen.esp from the Skyrim/Data folder.

What it does:
The esp file modifies the game's data using only the Creation Kit.
A permanent constantly active spell is added to the player that reduces
the basic magicka regeneration of the player to 0.
The disabled regeneration will be removed if the player is affected by
Vampirism and affected by daylight in the outside world. This is done to
prevent stacking of disabled regeneration when the player is affected by
Vampirism and sunlight. In addition this esp file also modifies the High
Elf Power "Highborn" to compensate for the disabled basic magicka
regeneration.
Fortify/Damage Magicka Regeneration and Fortify Magicka potions or spells
should work as intendend by Skyrim and it should be possible to increase
the magicka regeneration of the player with other forms of magic as well.
It does NOT modify the magicka regeneration of other characters, it only
modifies the health regeneration of the player and not of followers or
other NPC's in the game.
