As a perfectionist I always wanted to have my skill bars filled.
As a lazy person I tend to use some cheats for that.
So here are my batch files I use.

Step 1: "bat stats"
This sets all skills to 99, leaving the player with just 1 skill level to reach, which is fast and easy to do.

Step 2: "bat perks"
After getting 100th level of every skill, I recommend spending all remaining perk points. Now this command will unlock all perks, including those added in Dawnguard. Even if you're not a werewolf/vampire, those perks will wait for you to become one. Or both. Just change form and type "bat perks" in console again. If you don't have Dawnguard, commands for DG perks are not working anyway, so you can use the same file without any potential risks. Another thing you get is a lot of health, magicka and stamina (1000) and carry weight (9000). That last one is set with a special method, so the value doesn't reset on save load.
Oh, and if you pick a version with cooldown reduction, this command can also half the cooldown on shouts or disable it completely.
