An unused model named \"Wingless Dragon\" was included with Dragonborn, I managed to get it to work. Looks kinda bad on its own, but with some elbow grease you can make a pretty decent zombie dragon with it.

This ESP adds a new non-flying zombie dragon race, near Whiterun. Modders resource only. Requires Dragonborn DLC.
The Dragons "muscle" texture is horse meat, for those that were wondering.
