Hearthfire stewards will not furnish cellars so I made this batch file. It puts in player inventory all items required to completely furnish the Hearthfire basement.
Instructions: Unzip in skyrim folder, run
It is fully commented and broken out to three sections: furnishing, coffin (vampire) and shrine, so you can remove sections you might not want.
tested with Skyrim version 1.9.32.0.8 (Hearthfire, Dawnguard, Dragonborn)
