Disables shadows in Skyrim giving you a guaranteed flat 5 FPS boost with a range somewhere of 5-18 potential gained FPS boost.
What the mod does:
As of the latest version this mod now comes with plugins and INI overrides that go to your Skyrim\Data directory, this makes it easier for you to quickly disable/enable the mod without having to edit individual entries to your .INI files.
What the INI entries tweak does:
This mod tries to bypass/minimize or ultimately disables shadow rendering by the GPU. This doesn't really disable shadow rendering but makes it shadows render at extremely low resolutions then disables them from appearing, simple as that.

Skyrim

The ENB used below are from stakado's ENB mods:
Stakado Realistic and Cinematic ENB
Cinemascope ENB - Near to zero performance loss
This ENB preset somehow negates the bland appearance of Skyrim without shadows (but still performs better with Skyrim shadows set to low-medium settings), also you can try a horde lot of other ENB presets available for Skyrim to experiment and see for yourself what ENBs you'd go use for a shadowless Skyrim..
There is an optional preset for download for use with those two ENBs above to get the result below. Note: that these settings are toned down even more for performance, and change will be somewhat close to a contrast range boost and slight tint overlay.


Special Notes:
I do not recommened the use of any ENBs that has a significant impact on performance, the only reason there I showecased an ENB preset is because it is a very very toned down performance one that has very little impact on FPS and performance. If you know how to tone down or tweak ENBs to disable options for performance then go right ahead with using any ENB you like and just using it for some of the shading options it has.
Installing:
Load order:
Should go last\lowest place in your load order.
For Non-ENB users use the "Skyrim No Shadows.esp" & "Skyrim No Shadows.ini" in the "No Shadows Non-ENB users" directory provided in the archive.
For ENB users use the "Skyrim No Shadows - ENB.ini" & "Skyrim No Shadows - ENB.ini" in the "No Shadows Non-ENB users" directory provided in the archive.
The plugins and INI files should go to your Skyrim\Data directory ie. "steam\apps\common\skyrim\data"
Use only one plugin and .ini override!
For older versions you can use the entry settings I have used listed in a text file from the archive in the older versions.
Uninstalling:
Delete the .esp and .ini
For older versions to revert back I recommend backing up your entry settings from your SkyrimPrefs.ini, and using your previous values. If all else fails just launch the "Skyrim Launcher" and configure your shadow settings there. Or use an external program to edit your INI settings like Skyrim Configurator.
