Yo, this file teaches all shouts except for Call of Dragon to the player.
Souls are still required to unlock the different shouts, as in, it only teaches you the words.
It also mods the shout cooldown to be 10% of original. So shouts with a 10 second cooldown becomes 1 second. and 300 seconds becomes 30 seconds.
Place the file in the Skyrim folder (not inside data, but in the same folder as the exe) and type in "bat teach"
and there you go!
