Update: someone requested a BSA version of the mod to keep their script folder clean, so I've uploaded it. If you are using the Nexus Mod Manager to install mods, I recommend you download the BSA version instead of the loose file version (load order of the 'NoEncumbranceFerryman.esp' does not matter). If you are using the Mod Organizer, then it doesn't really matter which version you use (just make sure you do not install both).

Ever wonder why you can't hire the Ferryman when your character is (even slightly) over-encumbered? A Skyrim update removed the encumbrance check for carriages, but hasn't done the same for ferries, so I thought I'd take some initiative.

This mod removes the encumbrance check for ferries so your character can hire the ferryman even if s/he is over-encumbered.

I simply commented out the appropriate lines for the encumbrance check in the ferryman script. Clean and simple.

This mod will conflict with any mod that edits the ferryman script from Dawnguard. Otherwise, there will be no possible conflict what-so-ever.

Installation:

I use the Mod Organizer. I highly recommend it because unlike manual installation or traditional mod managers, it will not install files directly into your game data folder, so there is no chance of leaving behind orphan files when you uninstall mods.

Otherwise, to install manually, just extract the archive into the game folder. Might want to double check to make sure 'FerrySystemScript.pex' is in the .../data/script/ folder.

Un-Installation:

Uninstall using the same mod manager you installed it with. If uninstalling manually, delete 'FerrySystemScript.pex' from .../data/script folder. That's it.

It's not a new script, but a modified copy of a base DLC script, so it won't leave orphan crap in your save game or spam your papyrus log.
