If you want to use the mod Dawnstar Fortified "http://skyrim.nexusmods.com/mods/15599" from modder3434, this mod replaces Dawnstar soldiers by Imperial soldiers on the watchtowers for those who have chosen the Imperial Campaign.
The Navmesh are fixed on the watchtowers.
It is better to use this mod after that you have conquered the Pale for the Imperials.
Otherwise you will have a fight between Imperials and Dawnstar soldiers.
