Tamriel was flooded after an apocalypse, only High Hrothgar was spared!
Recommended mod, to have a better view underwater:

If you use the clear water mod, be sure that ClearWater is over My Mod in the Mod Manager

Drag and drop the .esp into your Skyrim Data Folder!
