The piece is unused in Fort Dawnguard, but exists in the set. Its mesh was incorrect and the piece could not be entered when placed using the Creation Kit.
I have corrected the Z axis of the collision object and added the appropriate material designation; it now works correctly.
To use, unrar the archive into your data/meshes folder.
