Occasionally (this may be due to a mod) Belethor will only display a blank inventory with neither the option to sell nor to buy - this mod fixes this issue.
It seems there is one mod (have not found which one) which edits his vendor reference, therefore removing access to his own vendor chest.
Since I was not able to pinpoint the exact mod doing that, I created a plugin which adds his reference again.
If you are not affected there is no need to download it.
This fix should be included in the Unofficial Skyrim Patches - but for some people it still bugs out - will keep the file up to help those in need.
