This adds the Drain Life spell to the destruction magic area of your spells so you can use it without being in the vampire form.
Drain Life - Constant Spell, Drains 25 Health / Second from Target [ID: XX002F9A]
Drain Life Blast - Fire and Forget Spell, Drains 30 Health / Second from target. effect lasts for 6 seconds [ID: XX007ED6]
Drain Life Area Blast - Fire and Forget Area of Effect Spell, Drains 12 Health / Second from each target lasts 6 seconds [ID:XX007EDA]
You can learn it from a Spell Tomb outside the The Sleeping Giant Inn in Riverwood on top of some barrels.
