Sarnark is in the forsworn faction, he is a follower, he is also a fire mage.
He's in the Morthal, Moorside inn.
If it does not appear and you're fine with using the cheat console just type in "Help Sarnark" and the code will appear and you can summon him.
I used Skyrim NPC editor, because I'm a newbie with this kind of stuff.
I'd love to move this guy to a new location and I will when possible.
The Dialogue mod in the picture is BDO.
