CrimeFactions-Tutorial.
If you download the file, the guard can be found at the COC location, "qasmoke", so he won't interfere with the rest of skyrim

Begin Make a New faction, Named, "MYFACTION",
and then add everything at image below
If you have dawnguard and wan't them TO NOT attack you as a vampire lord, add the vampirelord faction , easiest so search and find int from the vampire-faction related to dawnguard questline (vampire)
after adding the NPCs (or not), goto the Crime tab. And enable the checkboxes, See image below

If there is no prison, you can leave the fields empty [1]

Now at your guards/other NPCs, add the Crimefaction to them, I show what the guard will need to be able to arrest.
To start you need a Voice that can say the Guard Dialouges, Recomend MaleGuard and for female, NordFemale

Then Goto Factions tab,
Add your new made faction(this case for this tutorial "CrimeFactionCastleDrakhur")
then also Add this two factions, IsGuardFaction and GuardDialougeFaction

The forth one Is not needed, this case "GuardFactionCastleDrak"
And the last thing you need to add it at the bottom, Where you select "Assigned Crime Faction", there add your newmade Faction, and then you should be done.
For the Non-Guards, you basicly add the same things but don't add the "IsGuardFaction and the GuardDialougeFaction"

Now to the prison, just follow the images and it will work





I recomend you to add some kind of lock to the prison so it makes it harder to escape,
