Allows the player to buy more powerful "spray and pray" destruction spells.
Everyone knows that the novice destruction spells are very easy to use and have very good cost to damage ratio. They are among the best choices in long fights because It is also possible to use them all the time in close-quarters without aiming too much or draining the magicka pool too quickly.
For these reason I wanted to use them at higher levels as well. Problem was their damage becomes insignificant at PC level 15-25. Another problem was that using them would not train destruction skill effectively beyond level 25-30. With more damage and higher cost, these spell can be used on all levels against any enemy (unless they are too far away :-).
