Here is an update. It is a bit time consuming so this is currently just for the Nord race, and currently just the starting skills. There is no need to add starter gear because you get it all through the start run after you make your character. I got my class specs from here http://www.uesp.net/wiki/Oblivion:Classes. for each skill I have allotted 25 pts. So here is how my math worked out for each class. I am using Thief as an example.

(Nord Base Stats) + (Thief Stats) + (1 point per '0' stat).
Alchemy 0 +1
Smithing 5
Enchanting 0 +1
Illusion 0 +1
Conjuration 0 +1
Destruction 0 +1
Restoration 0 +1
Alteration 0 +1
Heavy Armor 0 +1
Light Armor 5 +25

To Install + Activate:
Place all files into your Skyrim folder. When in game open your console with the tilde [~] key and type "bat nord[class]" for example "bat nordthief" (without quotations) if you wanted the thief class stats.

To uninstall just delete the files.
