This is a debug file for development testing the Blandesh Knights storyline in development. It will not use the Tamriel worldmap for the final development if it can be helped, almost everything will be created and used inside a new worldmap.
BKCell is up, but the spawn point isn't working properly, so you kinda spawn inside a table when you coc inside it. ("coc BKCell" via the commandline, without the quotes, will take you to the testing room).
The Blandesh Weapons (currently Bow and Blade), are available to most or some of the guards, depending on which hold you are in, this does make breaking the law and getting away with it, quite a challenge. Before this update, you could walk into Whiterun and take out all the guards and survive. Now... You'll probably only kill three or four at most before you are well and truly dead.
