Speech-based Shouts.

Permissions and credits
If you ever thought Speech was useless as a skill and it was a pity there were no Shout-related perks, this mod may be for you. It kills two birds with one stone by tying Shouts to the Speech skill.

Details:

* Using Shouts gives you Speech experience. The longer the Shout's base cooldown, the more experience.
* All Speech perks reduce time between Shouts by 5% in addition to their regular effects.
* To keep the bonuses from getting too out of hand, Amulet of Talos and Blessing of Talos only reduce time between shouts by 5% each (from 20%). (The change won't take effect on an existing character until you re-equip or re-bless.)
* Maximum reduction of time between Shouts is 75% (65% from perks, 10% from Amulet and Blessing of Talos.)

Compatibility:

The following types of mods ARE compatible:
* Mods that change Shout times WILL work.
* Mods that introduce new Shouts WILL work, and the shouts WILL benefit from the shout time bonuses, but you WILL NOT gain experience from any new shouts that they introduce.

The following types of mods ARE NOT compatible:
* Other mods that affect Speech perks WILL NOT work.
* Other mods that change Shout effects WILL NOT work.

History:

16 June 2012: Doubled shout XP gain relative to last patch. Hopefully this hits the sweet spot.
29 April 2012: Shouts now give experience outside of combat since some of them have legit non-combat uses.
18 April 2012: Reduced shout XP by 60% relative to last patch.
8 April 2012: Reduced shout XP by 50%. Also fixed the bug in the base game where Marked For Death deals permanent armor damage.
2 April 2012: Many shouts are now affected by some magic perks. Destruction-like shouts were already affected; now Illusion- and Alteration-like shouts are affected as well.
1 April 2012: Fixed a bug in the experience calculation--it was awarding much more experience than it should have.
1 April 2012: Added loading screen.
