Based off the Castlevania Sorrow games, now Dovahkiin can possess the Power of Dominance too! Seeing Dovahkiin absorbing those dragon's souls just reminded me of Soma...
As the video shows, every "white" souled enemy now has a tactical soul ability. This means that human and elf enemies (apart from the falmer) do NOT drop them. You can loot them off their corpse, however they do not always drop them. The drop rate depends on how common the creature in question is, and how powerful its tactical soul is.
Tactical souls come in three flavours, Bullet (red), Guardian (blue) and Enchant (yellow). Bullet souls work the same way as normal spells in Skyrim, under Destruction and Conjuration. Guardian souls work like lesser powers, press z (default) to use them. They include effects like temporarily boosting stats at the cost of MP, and knocking the enemy back. Enchant souls are passive abilities. You can find them under "apparel", and equip them like anything else. They do have their own equip slot, so you are not sacrificing the ability to wear an amulet or anything! They primarily boost your stats.
