Adds the missing file \"ui_menu_inactive.wav\" to fix a problem with the Sound Descriptor \"UIMenuInactiveSD\" inside CK.

Inside CK there is the Sound Descriptor "UIMenuInactiveSD" but this SD have a wrong referencepath
the current path and file is "data\sound\fx\ui\ui_menu_inactive.wav" but this file is not existing
at all (not inside the "Skyrim - Sounds.bsa" and not in the Data folder), so i've added it to the
data folder. (also the Path for the SD (should be) "fx\ui\" like the other MenuSD's but this one
points to "data\sound\fx\ui\"), editing the SD parameter for this tells that the file is missing.
Ok, ive no idea what the UIMenuInactiveSD normaly is doing, however if somebody is missing the file,
here is a replacement.
