Can't help on the window light issue as I don't have that problem. But I'm using EnB 102...with both SSAO and IL on.
But first to tweak a couple of great shots I made.
The issue with the window lights is odd, though. I'm pretty sure my window lights acted normally for quite some time, but then at some point I noticed the same issue as midhras. Since anything you tried didn't seem to do the trick, I'm a bit at loss as well. I guess you have also tried different weathers? Probably something to do with ENB, though, if they work fine with ENB off.
have you tried to alter the values in the enbseries.ini ?

maybe you can achieve a better visibility with it. There is also a fLightLODStartFade= in the skyrimprefs.ini... i've cranked it up to 10.000, but i think it only has effect on fires and such.

If ANYONE here can tell me why the windowlights of Dragonsreach, seen from the tundra at night, don't show from a considerable distance when I'm using ENB, where they do show when I toggle ENB off. It's not because I've got isoku's Visible Windows installed (because I've tried with it on and off) and it's not enbbloom.fx or enbeffect.fx related I think, although general brightness of an ENB config has some effect on visibility. I want those Dragonsreach windows to be visible from faaaaar out into the tundra.
