My attempt at making a character look like Ahri from League of Legends. It seems though that she's missing one spirit essence and nine tails.

You can use Skyrim NPC Editor to have someone look like this in-game. As long as you have all the listed mods, getting this look should be easy.

To get the blue orbs, I just equipped clairvoyance on both hands then quickly pressed the console key as I cast it. Type in tfc 1 to simultaneously toggle fly cam and pause the game.
