If you're referring to the shape, that's just how headmeshes are unless you use the Citrus HD head.
If you're referring to the pixelated look that is especially visible in gradients, that's not a bug. Bethesda's facial normal maps are extremely low-quality and compressed to crap; it looks like that's what your race is using. Try grabbing the _msn files from a high-quality skin replacer and overwriting the ones that your race came with.
