All i know is that the hairstyle comes with the Elina Follower. Couldn't tell you if there's a Mod that has that specific hairstyle that comes separately.
EDIT: Actually, i was incorrect. It comes with the mod, "ApachiiSkyHair". Specifically, it is hairstyle number 73.
