Good suggestion, but the black skin you're seeing there is lack of vram available to load the textures. Were it just missing textures everything on the npc would be cotton candy purple. That the skin is black instead, is indicative of a different problem.
That black effect only happens on skin textures when running out of available video memory, & objects other than bodies will show the purple mesh as well. If you pay close attention, before you go over the edge into the memory abyss, you'll notice that the whites of the eye's of npc's will start showing a slight purple tint to them. That's your warning sign that either Skyrim's engine, or your computer is right at it's limit.
You're running out of video memory, that is the problem. Reduce the graphical settings, &/or use ENBoost if you are not, as well as Sheason's memory fix in SKSE's .ini file. Read carefully the instructions on using ENBoost, as it is not a simple drag & drop fix. It requires some adjustment for your specific system to be at it's most effective.
Then save it as: "SKSE.ini" without the quotation marks using the lower drop down menu for file type, & select *all file types*, then save.
You can also go into an interior when the game is acting a little funny, then use the console & type: pcb (meaning purge cell buffer) to reclaim some memory space temporarily. You should definitely restart your game anytime that happens, unless you wish to risk a corrupted save.
You can also use Optimizer Textures to cut down the memory footprint just as easily. It's best if you use the improved .ini file on this page with it.
